The discussions focused on enhancing judicial collaboration between the two nations to address security threats stemming from foreign-backed terrorist groups.

The presence of the U.S. in the region, especially in Iraq, has contributed to ongoing instability, posing security challenges for both Iran and Iraq. Strengthening legal cooperation is seen as a crucial step in combating terrorism and ensuring regional stability.

The meetings come amid heightened concerns over terrorist activities, particularly those linked to groups such as Daesh (ISIS) and the Mujahideen-e Khalq (MKO). Both sides reaffirmed their commitment to intensifying counterterrorism efforts and legal measures against these organizations.

Seraj emphasized the urgency of taking decisive action against terrorism, stating, "We must expedite the transfer of convicted individuals and pursue those involved in terrorist activities, particularly members of the MKO and the 1991 Shabani Intifada." He also called for better implementation of the existing agreement on prisoner transfers and urged improved conditions for Iranian detainees in Iraq.
